About the Author Robert D. Lee, Jr., PhD, is Professor Emeritus from Penn State University, where he taught courses in public budgeting and public personnel management for 37 years. He was the 2004 recipient of the Aaron Wildavsky Award, which honors lifetime scholarship on public budgeting and financial management.
